Sociologist and expert in public health, holding a Doctorate in Social Sciences and a Master’s Degree in Public Health, with specializations in Management and High Public Administration. He has completed advanced training programs in Senior Public Administration at INCAE, Costa Rica, Senior Management at IE Business School, Madrid, and Business and Sustainability at the University of Cambridge.
Between 1994 and 2018, he was a professor and lead researcher at the Universidad Peruana Cayetano Heredia, serving as Head of Department, Director of Research, and Doctorate Coordinator. Since 2018 he has been a professor and researcher in the Department of Social Sciences, teaching at the School of Government of the Pontifical Catholic University of Peru and developing research activities at the Institute of Social Analytics and Strategic Intelligence (Pulso PUCP).
His extensive experience includes serving as a senior advisor and consultant in the Pan American Health Organization (PAHO) and the German Cooperation (GIZ). In Peru, he was Vice Minister of Public Health and Chief of Staff at the Ministry of Health during the pandemic. Dr. Arroyo Laguna currently coordinates the Andean Health and Migration Network (SAMI).
